From April 1, 2025, the revised Immigration Control and Refugee Recognition Act Enforcement Regulations, which include changes to the notification items and frequency of various notifications under the Specified Skilled Worker System, will come into effect. In response to this, the rules for documents to be submitted for residence examinations and periodic notifications will also be changed.
※Institutions of a certain business scale
■In addition to documents related to the foreign national (e.g., documents verifying the level of skills), documents concerning the eligibility of the accepting organization must also be submitted.
<Documents related to eligibility as a receiving organization>
■However, if you ① apply for various residence applications online and ② If notifications, such as occasional notifications and periodic notifications, are submitted electronically, the documents concerning the eligibility of the institution mentioned above may be omitted.
① Apply online for various residence applications (application for Certificate of Eligibility, application for permission to change residence status, application for permission to extend period of stay, etc.)
・Online application via the Immigration Services Agency
・Registering as an online user

※If an administrative scrivener handles the application and the application is made online, there is no need for your affiliated institution to register as a user.
②All notifications are submitted electronically. (all notifications submitted by specific skills affiliation organizations, including occasional notifications and periodic notifications)
・Registering as an electronic notification user
■In addition to documents related to the foreign national himself (e.g. documents proving skill level), documents related to the eligibility of the accepting organization are to be submitted.
<Documents related to eligibility as a receiving organization>
■Only documents related to the foreign national himself/herself are required to be submitted (※).
※During the screening, if it is necessary to confirm the eligibility of the accepting institution, we may ask you to submit documents related to the institution’s eligibility.
■If you are accepting foreign nationals with specific skills, we will confirm the eligibility of the institution in the regular notification that is submitted once a year.
The accepting organization must submit the following documents related to its eligibility as an accepting organization as attachments to the “Notification of Acceptance, Activities, and Support Implementation Status” that must be submitted between April 1st and May 31st each year.
